Roger Wiley's public service began with two years in the Virginia Division of Legislative Services, and another year as an assistant state attorney general handling highway and transportation issues. He then served nearly 14 years as Charlottesville's full-time city attorney, followed by 3 years in a local government-oriented private practice in that city. Roger then returned to state government and served 5 years as Senior Assistant Attorney General for Opinions and Local Government. He has lectured extensively on Virginia's Conflict of Interest and Freedom of Information Acts, and is the author of publications about the latter statute as well as articles on other topics related to the firm's practice area.
